from my memories of being an hourly employee, i recall that the most generous places would give you about two weeks worth of paid time off per year to be used for all vacations, sick days, personal emergencies, mental health days, etc.
most places would give less than two weeks a year in PTO and would roll your PTO over every year and pay it out if you didn't use it.
yes, I suspect I was correct in assuming not all companies provide such benefits, and most states do not mandate. thus your point of only 50 weeks being paid still stands as accurate in many cases.
