As I stated, the vast, vast majority of people in this country qualified for only one of the tax benefits you just listed: the one time per person payment at the very top. And many of the "tax cuts" were handouts of money to people who already don't pay taxes, thus they were not tax cuts at all.

Why don't we conduct a poll on this board right now to make this point? How many of us benefited from ARRA? I got the $400 payroll tax credit and some portion of the education credit. Of course, I didn't make enough money that year to owe any federal income tax, so the latter wasn't a "tax cut," it was a government handout.

You want to know how you can be sure I'm right? Look at how high the expense is for the per person credit that everyone qualified for; now look at everything else: tiny amounts of money relative to that $400 per person credit.
