Almost every gas station sells cigarette wrapping papers.
You "can" wrap a cigarette with ANY paper, but regular paper may not burn evenly, it will make harsh smoke, and will add bad taste. I wouldn't do that. Better to improvise a pipe, I think.
If you want to add herb to the end of a regular cigarette you can do that. The way to get the cigarette tobacco out is to pinch the end gently between your thumb and index finger, squeeze a little bit, and just keep rolling back and forth with the cigarette opening pointed towards the ground. This loosens up the tobacco and it will eventually just work its way out and fall out.
If you have a pair of tweezers, you may be able to just pull it out (carefully), but the above works fine.
Repack with your favorite smoking herb, and you're good to go.
A good way to go is to leave most of the ordinary tobacco in there, and just repack about half an inch with herb. That way you don't get too much herb, you don't waste any, and when you hit the regular tobacco, you know you're done AND you now are smoking a "normal" cigarette (in case you're in public).
