Carbon filter broken??

I just recieved my carbon filter and fan combo from fedex and it has black powder coming off of the outside and inside layers is this normal or is this thing broken??

Carbon dust....hook it to a fan and turn it on OUTSIDE to blow/suck out the remaining carbon dust

Ok i just tried it, it blew out the remaining black stuff and its running smoothly now thanx man

When mine came, it had the pre-filter wrapped on the outside of a plastic bag. I had to remove the pre-filter, remove the plastic bag, then wrap the pre-filter again using duct tape on the ends to keep it in place. Make sure your doesn't have anything blocking the airflow and keep the pre-filter in place.
