Yes it depends on how much shock they are in and also whether they were root-bound when you transplanted them. If you waited a while to transplant them then this could be the root of your problem, so to speak. When this happens the plant's roots will not stretch out to fill the new space and you will end up with a plant the same size as if you'd left it in the little pot.
If you believe this to be the case the only thing you can do is take it back out and slice the bottom of roots. You only need to take off a couple mil'. then the roots will grow and give you a bountiful harvest.
