Did he previously claim a budget of $50 is enough, then realize it isnt and changed the title to $100? Does anybody know the backstory to this?

I have a Question about the CFL Lighting in SeeMoreBuds Book: it says to use 6 42 watt light bulbs and reflectors but i have a 150watt HPS system is this sufficient enough?
