You will never keep the government out. If it can't be sold...it can't be taxed. There's too much money in it for them to make it legal without the selling aspect.
Why would they make something legal that they can't make money on?

By keeping it illegal to sell you keep the criminal elements involved. Your form of prohibition is still prohibition. Until you go to a drug store or liquor store and buy what you want we will always be dealing with the cartels.
It wouldn't make sense to say you can drink alcohol, but only what you brew yourself, you can't buy or sell. The bootleggers would prefer your way, just as the cartelsnwould prefer your way.
its not just about being able to smoke pot, its about fathers not being in prison so they can take care of their kids. It's about people near the border being safer without the drug running.
you'll have to explain how making something illegal keeps the gov out. I'm thinking a law saying you can't buy or sell wont stop it. I come to that conclusion because its illegal now and people still buy-sell. Who enforces your law if not the government?

My thinking was, that it would keep the global players out of the fields so to speak, UN just sanction US corps that "deal" in pot.
But they would just create a stateside company that would not implicate the Corp. So really just a moot point.

I don't see the big problem here, there should be a very simple list of options here:
If you want to grow your own, grow your own.
If you want to buy it, have shops, coffee shops, whatever.
If you want to sell it, sell it, but the IRS can and will fuck you if you don't pay taxes. There's already legislation for this, it's called tax evasion.

not everyone can grow man. The landlord says you can't grow if you want to rent from him, you can't grow. If your wife says I don't want that smelling up the house, you can't grow. If you have small children in the house, you probably shouldn't grow. If you live with your parents and they say you can't live here for free and grow, you can't grow. Not everyone lives where they can grow outdoors either.
All moot points considering "I don't want to grow it, but I want to smoke it, and I'm a responsible adult" should be good enough in a free country. Let me show my ID and buy what I want.
