Visas are given out in a lottery type fashion in the USA, its the diversity law. Part of that Law has a certain quota from certain countries and Mexico's quota is ZERO. If you are from Africa, it is easy to get a Visa, but if you are from Mexico it is nearly impossible unless you know some powerful people.
Thats why Mexican's don't try to get the Visas, they won't get them so why even try. You can go to the Consulate and fill out the paperwork and be added to the bottom of the waiting list. The list is currently over 40 years long.
To legally get across the border as a Mexican citizen you need a Visa AND a passport.
What do ya know, the list of people waiting to get in is 1.4 million long, 26,000 got in. .02% chance you will get in legally after the long ass wait. Good luck.
