More light..Say a 400 hps for flowering. Get a switchable and grow year round.

Just grab a 4 bulb 4 foot t5 fluro light, put it an inch away from the plant, cheap to run, doesnt get hot. i take mine from veg to flower with t5s

I go along with T5's been using them for some time now for grow and bloom, You're better off sorounding you plants with flat white poster boards rather than what appears to be aluminum foil., flat white reflects better.
 
I'm going to assume that since you already started down the CFL/T8(or5) path you want to continue that way.

Get your lights a little (quite a bit maybe 2-3in from the foliage ) closer.

Go get some more CFL's and some more clamp lights and surround that little girl on all sides.

okay i found a100w and a 75 watt bulb and i have that grow light will this work and im going to bring them closer , also i have my timer set for 1212
