I do find it strange that the female nipple must be covered. Even in strip clubs in my area they must be covered with a pasty. You can see the whole tit other than the nipple...But fat men with man boobs bigger than some female boobs can walk around totally uncovered.
I read a story of a breast cancer survivor who had both completely removed, no reconstruction, just removed and no nipples. She wanted to swim topless as she has no boobs or nipples to cover and wanted to bring attention to breast cancer and men with nipples swim topless. She was told she must wear a top regardless until the story got out, and people spoke up, and she is now allowed to swim topless.
Some people have a sexual thing with feet. I don't see women having to wear socks and shoes when out and about.

Me and my wife have done that. We met as swingers and have been to swinger nude beaches and normal nude beaches.
Unlike what most think, a normal nude beach is all about freedom and not about sex. People there are very well mannered and behaved. A man showing sexual excitement is a considered very rude and not accepted. It is about being naked and free, not about sex. That is for if you hook up and leave the beach to a more private setting.

I've been to many of these "other parts of the world", and even fucked a few of the natives. They like their tits played with just as much as American women.
