Like others have said, get more light on those babies and definitely a lot closer. With cfl's, you want to get as close as possible. 1 to 2 inches away from the plants. Looks like you are using the cfl's that are good for flowering, they got lots of red from em. Try and get some blue spectrum bulbs. They will read 6500k and/or say daylight on them.
Looks like your plants were droopy in those first pics because they were ready to be transplanted. The roots couldn't expand out anymore, so they weren't happy.
Like ceestyle said, try and get better soil if at all possible. MG will work, but it definitely isn't the best.
Got a ph kit yet? If not, it is a must have.
As for the transplant, if they weren't going to make it, you definitely wouldn't see any growth and they would most likely be looken like they were going to die.
