And yet, these cases had to go all the way to the US Supreme Court to be struck down.

Maybe you can explain how "goals" and "quotas" are different. If a university doesn't meet its "goal", do they just shrug their shoulders and say, "oh well, we tried".

In particular, EEOC Management Directive 714, promulgated in 1987, requires that executive departments and independent agencies in the federal government produce an "affirmative employment plan for minorities and women" and hold their managers responsible for achieving the plan's objectives.

According to HUD's AEP and related documents, all managers are instructed to "refer to the AEP Plan goals and objectives before initiating [employment] actions." The managers are "held accountable for utilizing every hiring, promotion, reassignment and employee development opportunity for meeting the Department's [race and gender-based] goals." Any HUD manager who fails "to take the necessary actions to ensure that [these] goals and objectives are achieved" receives an unacceptable rating in his performance appraisal, which may result in reassignment, grade reduction or removal."

Which is why we have policies in place that try to level the playing field. Refusing to hire/promote/give raises based on skin color or ethnicity rather than job performance is illegal. As it should be. Just like the Lilly Ledbetter Fair Pay Act and how it helps women get equal pay. Regardless of how you feel, there is still plenty of discrimination and bias out there (just look at the political section) and these laws are needed.

yeah, notice how it says "take the necessary actions" to achieve the goal, not to actually achieve the goal. if they take all the necessary actions but don't achieve the goal, it doesn't apply.
