PC Fan & Adapter

I have this Fan and adapter but I have to set it to 9v to get fan to move then it spins up extremely fast and stops abruptly, but keeps spinning with the momentum before it spins up really fast again and again. Is there any way I can make this fan spin constantly, it has four wires red,black,white,blue. I thought maybe I could use it to connect to a homemade scrubber for a small stealth grow, plus I'd like to know if homemade scrubbers actually work and don't just look good in the pics? Any help much appreciated.

The wall wart is not rated high enough for the fan.
The fan says 2.5 Amps and the wall wart says .6 to .7 Amp output.

No it goes as high as 12 but the fan doesnt seem to have a constant spin and stops abruptly before it spins up again

use a phone charger or something along that line not the 9v u got and that fan it will work fine

The 12 and the 9 you are speaking of are Volts.
The wall wart does not provide enough Amps to run that fan correctly at any voltage setting.
