sound like a common cfls light, compact floro light, one of these energy saving ones, if it is one of those, you are fine, i veg with those too
but for serious flowering those suck, but if you just want to try and learn a bit without gettin much of a smoke to harvest those things are fine too, the indoor grower of the old days started with those lights basically, even if your floros of today are miles away of those they used.
still, a floro gives you max 100lum/W, a MH bulb 120lum/W and a HPS about 150lum/W, that is the thumb rule of it and the reason almost all flower with HPS, since you would need 600-800 real Watts of CFL to match 400W HPS. the is the odd experiment going on with big CFLs, and some nutcases trying to grow with LEDs but i pay to this not much attention, especially not to the LED nuts
