both yes and no. cfls will grow a plant but you will be pretty disappointed with your total yield. There are a few people here that get pretty good results with them but they have put in alot of time fine tuning to achieve those yields. For 3 plants I'd veg under 6-12 cfls and flower under a 250w or 400w hps. The hps is a little money up front, but its well worth it.

Another 'rule of thumb' is 60-80W per sq foot.

In my book, a 600 over a 3x3 ~ 3.5x.3.5 and 1000 over 4x4~5x5

You can do 4 medium to small plants under a 400w in a 2.5 x 2.5 ish area. (these are US feet)

so if I get up to 200 watts in Cfl's, can I get a decent yeild for 3 plants?
watts in CFL's and HID don't get you the same return.. So 400 watts of CFL's are not the same as 400 watts of HPS.

Now, 200 in CFL's isn't bad.. and you might be a few oz if done right. if that's decent for you then you're good. Wont be on the cover of any mag's but you'll be high. :)
