I've printed out, and read every bill that I could find making it's way through Lansing (or recently passed) pertaining to medical marijuana. If I have missed a bill, or misrepresented a bill, please feel free to add to this, or correct me if you feel my interpretation is incorrect.
Senate Bill 17: Prohibits the formation or operation of a medical marijuana club or bar.
Senate Bill 377: Requires the Department of Licensing and Regulatory Affairs (LARA) to immediately verify information regarding the identity or address of a patient/caregiver to a law enforcement officer.
Senate Bill 418: Basically states that a registered patient/caregiver can't sue the state for anything within the act.
Senate Bill 504: Removes the exemption for criminal prosecution of a transfer of medical marijuana within a thousand feet of a church or a school unless the transfer takes place within the residence of a registered patient/caregiver.
Senate Bill 505: Clarifies that a registry identification card for caregiver will not be issued to anyone who has been convicted of a felony.
Senate Bill 506: Establishes what a "bona fide" physician-patient relationship is. I do not see any mention of this having to be your primary care physician. I will not post all of the particulars, but I suggest everyone read this bill.
House Bill 4397: Same as Senate Bill 17. See above.
House Bill 4463: Clarifies what a "debilitating medical condition is". Chronic pain is still indeed considered a "debilitating medical condition".
House Bill 4461: Specifies that an enclosed locked facility being used for the cultivation of medical marijuana not be within 500 feet of a church or house of worship, school, or day care center as defined in MCL 324.8303.
House Bill 4834: States that a 2"x2" photo be provided upon application for a patient/caregiver card. It also touches on whom the department will divulge private patient/caregiver info to. Authorized employees of the department, and law enforcement officers in the course of their official duties will be provided such info.
House Bill 4850: Clarifies that the only transfer of medical marijuana permissible under the act will be between a primary caregiver and his/her patient as connected to through the department. In other words, you CANNOT transfer marijuana to anyone other than YOUR patient(s).
House Bill 4851: Same as Senate Bill 506. See above. Read this bill in it's entirety. It's an important one!
House Bill 4852: Disallows the cultivation or storage of medical marijuana in a facility at a location that is in violation of a local zoning ordinance prohibiting marijuana cultivation facilities.
House Bill 4854: Prohibits the advertising or solicitation for services as a primary caregiver, or an offer to sell, transfer, or make available marijuana. There are a couple threads on here that will have to be removed if this one passes.
House Bill 4856: Prohibits medical marijuana patients and caregivers from transporting marijuana in any type of vehicle unless it is a) enclosed in a case b)carried in the trunk of the vehicle c) inaccessible from the interior of the vehicle. Violating this is punishable by 90 days in jail and/or a $100 fine.
House Bill 5286: Clarifies that the confidential list of registered patients/caregivers will be provided to law enforcement officers to verify the authenticity of a registry card, or for purposes of obtaining a search warrant. The officers can request whether a named individual has been issued a registry id card, or whether an individual residing at a specified address has been issued a registry id card.
