There's kinda alot to that question. Frost or rain in the end of the season for your climate would be the main considerations. Size would be the next. In my Climate I've been throwing them out all year. I can say with the intensity of the sun being less, they don't flower the same.

The first of July would be the latest for a safe full 8 week flower any later or that far past soltice they will go right into flower.

Alternatively, you can download Icechat from here - http://www.icechat.net/site/downloads/?did=1

That is a direct download link, just download and follow these instructions.

Install the program and open it
You will be presented with some setup options
Then as the server type irc.rollitup.org
For room type #rollitup.

Icechat is much more nicer to use, but the live chat is easier than doing a 3 minute setup I suppose...
