It's still preflowering...your light schedule is keeping it from budding. It's sensing the end of the season so it's forced to show it's sex but the photoperiod is still long enough that it's wanting to veg a little bit more to ensure as many bud sites as possible. Don't add more light, reduce the light to 12-12 for another 3-7 weeks depending on the species of ur babies. Make sure that once you have forced your plants into flowering that you restrict the plants nitrogen intake to absolute zero and blast them with phosphorus & sulfur...the nutes you add to them in this stage dramatically effects the plants growth and places all their effort into flowering.
Otherwise, from the looks of ur pix, you have some beautiful plants that have been treated well, the pistils from the preflowers are thick, long and seem quite dense...you will have some very potent smoke if you do all things right from here on out!!!!
