Your talking about night and day with the amount of plants. I feel if your used to 99 plants you really can't go back no matter where you live. Good luck trying to revert back to a smaller garden.

Yea I've been wondering that too.
If someone got a scrip out of county and it allows for 99 plants,

But lives in a county with a limit of like 6mature/12immature.

What do you follow? The script you got or the rules of the county you're in?

In a state Supreme Court ruling, People v. Kelly (2010), the court held that patients can NOT be prosecuted simply for exceeding the SB 420 limits; however, they can be arrested and forced to defend themselves as having had an amount consistent with their personal medical needs. Prop215/SB420 gave the localities the ability to set their own guidelines which should be followed. BUT, you absolutely can grow more than 99 plants per patient if you are indeed ready to defend yourself and your reasoning why you have so many plants. This is how dispensaries can have thousands of clones and pounds of medicine in stock at any given time.

Localities NOT listed above adhere to CA state default guidelines, which are:
6 mature OR 12 immature plants and 8 oz. of dried processed marijuana.

Not so much any more...

People v. Kelly
(2010): The California Supreme Court issued a
unanimous published decision in People v. Kelly, striking
down what it considered unconstitutional legislative limits on how much
medical marijuana patients can possess and cultivate.

Now as some users on these forums believe, I AM NOT advocating you to grow as many plants as you want. I AM advocating that you grow as many plants as you need.
