Used to be per gov't recommendations. Then they found out they were wrong. Know how we GET our Fluoride? Special interest to allow dumping into the public water supply.

they have reduced the levels of fluoride for drinking water.

which makes perfect sense, as other topical applications of fluoride have become more widespread since they first set the guidelines.
