Cooler temperatures help the water stay 'fresh', which discourages stem rot. Warmer water helps the cuttings to root slightly faster, but invites disease. I personally would inoculate with beneficial microbes and let the water be room temp. If you do this, make sure your water is super oxygenated.
How long have you had them in your cloner? I'm at 13 days in first try with Turbo Klone T48 and only have white root bumps to show for it. I've had temps at around 27* though. Using Aquashield and don't have any slime/algae...
Strain seems to be an issue. Some seem to root faster than others. My bubble cloner takes a while too. Just take your clones a few days earlier if they're the type to take a while to root.

Don't use any heaters in you cloner. Make sure you got LOTS of bubbles!!!
All I do is pH my water to 5.8 untill they start popin roots.
Then I use 1/3 Strength Nutes till Veg.
