The nature of the plant dictates how large a bud will be. You can tie those stems together but all your doing is preventing those buds from developing.
Shorter internodes are the only way to make larger colas. You can see this when you take a cola about 4 weeks into flower and you crop the top over just below the bud. All the stems that make up that main cola will turn up to the light but they wont grow any fan leaves. It basically spreads the cola open but thats it. In your case it seems like your trying to make a cola without a lot of fans to trim but your actually just inhibiting bud formation. Not only are you choking off the main cola but your also choking the side branches.. The result is going to be an extremely airy bud..
You could fix that the easy way by getting more of the proper lighting. But I do hope you have some luck, I know lights are not cheap to buy or operate.
