No let them get at least two sets of new leaves and better if three or four before transplant.

Take the dome off a couple of times a day, mist the cuttings if they are wilting, if it is not wilting misting is not necessary. I can't see if you are using peat pellets or neoprene inserts in the tray. If they are peat pellets, transplant when the roots emerge from the side and bottom of the pellet. If they are in neoprene discs, transplant when the roots are a couple of inches long.

You will probably tear the roots if you transplant those right now. You could certainly do it, but I can't reccomend it unless you know what you're doing.
Wait for the roots to hold the medium together, it might be a week or so.
You don't need the humidity dome at this point unless your temps are way high or humidity is way low. Keep the medium moist.

i agree. i would wait at least until they get another set of leaves but i usually transplant once they have about 3 or 4.

Domes provide a false security for plants! Keep the medium moist, but be careful with those domes! If you don't let them get air for weeks then expose them, they will dry up and suffer! But yeah let them grow a good root system before you move them!

Not to mention...a dome makes it very easy for a seedling to remain hydrated. When it doesn't need water, it wont look for any...which means that roots will develop more slowly.
Just my 2 cents.
