probably way more safe than growing them in Florida I'd say.

yeah you wont have a problem. I live in WA state and I use my credit card and everything. I am a MMJ guy but I have never had any problems with ordering seeds. If I were you I would go with Nirvana or Sannies. I have never had a problem with shipping or their beans germinating for me!

also i would like to kno about the femanized seeds, are they always 100% female every time or can they stil turn out male ?????

They are like 99. percent fem with the other 1 being hermie..But ive heard of some fem freebies that ended up straight male..
I live in SWFL and I got my seeds from http://www.marijuana-seeds.nl/ with no problem...they came in a wallet from London and no problem at all....only 1 seed didnt germinate...out of 15, so thats pretty good as well

could be more dangourous then asking if you can buy seeds online id guess...if they want to find you their gonna find ya. BE AFRAID...and vote!
