This plant is what is called a 'sport' in the greenhouse industry. The sections of white tissue are not making any chlorophyll and therefore don't turn green. This is why some house plants and other perennial plants have a variegated leaf. If the whole plant has this genetic defect it cannot live because it cannot produce any food. The thricomes on this section will have the same thc content as others on the tips of non variegated parts.

Ok all we have our answer!!! In the new issue of skunk magazine there is an article in there pics that are exactly like yours. It is called HASH TIPS and can only be done with LED lights it is maximum resin production. If you get a chance im sure u can find it online. So there you go it is not mold not bleached it is exactly what you said it was bunch of trichs.
i started rolling when i saw the article!

Maybe a MACRO shot of the sight in question and possibly another of a "normal" tip from the same plant would help in diagnosis; if you have a macro lens handy. Just my 2¢.
