3 gallons = 12 quarts. 30% of 12 quarts is 3.6 quarts (3.5 is close enough). So, for each "bag" allow 3.5 quarts of Perlite and 8.5 quarts of Soil mix.
Not really. The whole "Imperial" system sucks! Why the hell should a "mile" be 5,280 "feet" it just doesn't make any sense. In the U.S. we adopted the English Imperial System (way back when!), now, even they use the Metric System!
