I could use some help

So I started growing at the beginning of July outdoors. As of a few hours ago I had 5 plants growing. They were all seedlings probably close to 6 or 7 inches. Nothing impressive. However as of now I have 2 living plants due to various things, such as weather, a bad transplanting and a slight lack of sunlight on one of them. I am now considering moving the two living plants indoors. I was just curious, what is a cheap light timer that I can use for the light I have. I have one 40 watt fluorescent light and I think it should be able to sustain the life of at least one of the plants until I can upgrade. What are some cheap light timers? Will the plants be okay if they go from outdoor to indoor? Will the 40 watt light cause a big increase in my electric bill?

Light timers are cheap as chips. You should pick up a 100 watt bulb you can get 100watt energy savers that only use 30% of the energy there also very cheap. You will not even add $20 to your electric bill. Bulb and timer should cost around $10

you plant will probs take time to adjust from sunlight the cfl i might shock it a bit but should been fine in a few days :)

what should i upgrade to for flowering? or could i condition the plant to veg indoors and then be put outdoors once it is strong enough to withstand the weather?
