Who or what determines that a seed can be sold as a "medical seed"?

clearly u guys havent stuck a bag seed into the ground and grew it and tried it with a mmj seed....huggeee difference...in my country its hard to order seeds and get them shipped here so we use bag seeds untill recently and there is a huge dif. genetics is key! and not only is a bag seed a unkown sativa seed...half the time the seed in ur bag wen grown isnt even the same as the weed in the bag...it isnt meaningless at all its the diference between someone growing and being like fuck o well some seeds... ill bag em wit da bud and sell it...and someone working hard on breeeding and pollinating different genetics to get the results they want...i.e. medical marijuana seeds...try and grow both garentee there is a huuuuge differenceIt's absolutely meaningless.

So currently there is no one person or agency who has the authority to qualify these seeds as medical?

It's a label and nothing more. Sure there is a difference between bag seed and name your pick of genetics available.
Why couldn't you call all the "genetics" available "med seeds" they are all better than your "bag seed"
Big Bud, white rhino, ak, ssh, vortex, death star etc etc..All of those could be called "med seeds" really..
