Hps lights question!!!!!!!!

i was just on this site that sells hps lamps for cheap, im thinkin bout getting a 400w hps but what the hell is a ballast and what is the metal shade thing that goes over the lamp, and where can i get the right one for a 400w hps

The ballast helps power the light bulb. The "metal shade thing" is a reflector above the bulb to reflect the light down and out.
There are tons of styles and prices out there. Just Google 400W HPS and you'll see a huge selection. Check Craig's List... often people want to sell their grow equipment cheap (like half price of what they paid for it).

well i prefer outdoor grow than indoor, and plus i dont got hella cash like all this extreme growers on here. im just tryin to do reasearch by questioning

Can't run a light without the ballast. Even 23-watt fluorescent bulbs have a ballast built-in. And as Robert said, you have A LOT of reading and research to do.
