i have no idea what that could be, but i'm gonan assume either some type of fungus or a bug. if it were me i would bring them indoors again and invest in some insectisidal soap and give them a good spray and then water so the soap geting into the dirt and kills the bugs/fungus.

Move them inside, but if you can't for whatever reason invest in some neem oil and possibly some anti pest strips. Something is definitely chomping on them. Inspect them at night for bugs and remove them then spray with the neem oil. It will smell pretty gross (the neem oil) but it really helps keeps bugs away.

Praying mantis will wipe out larger munching critters like caterpillar types and for smaller ones like spider mites ladybugs will do the job. They can often times be purchased at or through gardening specialty shops or online. You just release them on your plants and for as long as there is a food supply they will remain on or very near your plants.

Also, do not bother to put both praying mantis and ladybugs on plants at one time because the praying mantis will feast on the ladybugs so you will pay for two types of helpful 'bugs' and only end up with one type.
