Blackcat you've made the right choice by investing and will enjoy the rewards. The CFLs shouldn't be more than 3 inches from the tops of your plants. Gradually get them as close as 1 inch (or more if they stress) from the top of the leaves. CFLs do not produce many lumens, they are not a very intense light, and after 3-4 inches their effectiveness is dramatically reduced.
I recommend panda film over Mylar as it is cheaper and easier to use. It's black on one side and white on the other and is light proof.
The two 34W globes and a 400W HPS will be suffecient to keep you and your hubby stocked with a QP a month with some practice. Not bad for well under $500 in initial costs. As for seeds, you can certainly get some off a generous local, but don't rule out using bagseed until you have enough $$ to go shopping online.
Now what about odour control? 5 stinky flowering plants can be smelt from well over 100m away if you're venting enough air.
