When should I transplant ideally

Hey guys this is a spot in guerilla style grow, Accidently dropped some of the seeds it appears...when should I seperate them ideally? They are a little over two weeks old and have lived thru one frost and two cold nights in the 30'sF - even one day with snow storms

Wait till there are at least three to four sets of shoots coming off the main stem, that is when I transplant, have never had any problems. Make sure not to damage the taproot and other small roots when transplanting. Water it when you put into pots, and use good soil, foxfarm original is what I use, always works well. General Rule of Thumb-
The roots will probably as deep and wide as the plant is tall and wide......
If they are entangled.. before transplanting- make sure that you hit up the plants with some type of B12 (ex. Superthrive) to avoid shock

I live in Canada and don't have fox farms readily available. I've ordered some on the internet though. Do you know if fox farms ocean forest is good enough for a full grow? Also, will it get stopped at the border because it's soil? any info would help, thanks! :)
