Here is my Orange Bud, 21 days under a 400 watt HPS. Its 7 inches tall, but seems thin to me. I have about 3 feet of vertical grow space. Should I start flowering? How does it look to you guys? Any comments or suggestions welcome.

Its difficult to tell how much more it will grow after you flower it. It depends on a few different things like conditions, strain, nutes etc.
Generally most strains will increase in height at least 30% once you switch them to flowering.
With only 3 feet of vertical space, and a 400w HPS light, your not going to be able to get the plant anywhere within 1 foot of that light (or it will burn). So really that means you only have 2 foot of vertical space.
Which is tiny.
You have two options. Switch it to flowering now, and hope that it doesn't reach closer than 1 foot to that light. You can tie it down if it does but its not a great idea to be tying down during flowering - that should be done during veg.
The second option is you can leave the plant in veg until it get to 1 foot from the light. Then you can switch it to flowering, and at the same time, start adding a vertical growrth inhibiter into your feeding. Something like Canna Boost Accelerator. Its very expensive but what it does is it makes the plant focus all of its energy on producing bud, so it stops all vertical growth immediately, and spends all its time producing bud.
You can be sure that it won't grow any closer to the light this way.
Also the Canna Boost Accelerator is a very good product for increasing the size of your yield (and the density of your buds). It makes a BIG difference.
This plant below is 1.3 foot tall, and I used the Canna Boost Accelerator mainly to increase the bud size but also to stop the vertical growth getting too close to my light.
I cut this plant today, I will get about 1oz (maybe a bit more) from a 1.3 foot plant.
