No, bulbs are rated for respective power supplies.

But other growers tell me,that i can use 250w hps with 400w ballast. But than bulb serving shorter.

SCRATCH THAT!! you can use a higher wattage bulb in a low wattge ballast but not vice versa!! sorry!! IM BAKED!

YES!! you can use the 250watt hps in the 400watt mh/hps ballast!!! BUT YOU WILL ONLY GET YOUR 250 WATTAGE!!

I've been told a 400 watt ballast will force 400 watts into whatever bulb it's connected to. So, a 250 watt bulb in a 400 watt ballast will run brighter and hotter then if in a 250 watt ballast, but it will burn out much quicker. I haven't attempted it myself.

Yes,i know that burn out much quicker,but what abou fire? Bulb can blow or only burn out? My grow box is in house. I can burn my house with this 250w HPS in 400w Ballast?
