no, males don't produce buds, just pollen so that the females can produce seed to carry on the genes of the plants... as to when to put a plant into flower, it depends on a lot of factors.. you have to account for height issues for one.. you must realize that a plant will atleasst double or maybe triple in size from the time you put it in flower.. so if height isn't really an issue, i like to see the plant reach sexual maturity first.. this can include one or both of the following.. uneven nodes, or branches, or pre flowers..
