Help with cabinet set up?

So my major question i suppose is: Presently I have an odd space to work with 65"long x 36" deep and 90" tall.... By my reckoning i could comfortably fit a 3x3 flowering chamber and then turn the remainder into veg/elec/filter/clones.
What I am having trouble with is deciding what exactly i should do with the space... meaning i have a rough idea in my head, but everytime i put something on paper the idea changes.

Perhaps i should explain my "limiting factors" ie why the frig i haven't built the thing just yet.

1. it's COLD here, i'm curious how all you canadian growers do it? my big concearn is that we regularly get below freezing temps here, and as well as my house tries it just can't keep ambient above 55 very well (i should say it has a tendancy to spike dramatically). would a insulated cab be in my best interests because of this? would a space heater be enough? or even safe?

2. Wattage: I have a 600w HPS and a 400w MH currently and am thinking of making a bunch of those nifty DIY CFL dudads for seed starting as i think getting clones here would be iffy at best. Would this be overkill in my space? My understanding is that a 600w can adequitely cover an area of 3.5x3.5 so the 3x3 flower is ideal, haven't really solidified my ideas on the veg area quite yet... so many good ideas on this site it's changing like 4 times a day average...

3. Leaning towards soil, have a better understanding of it, but i do have bubble buckets in case i change my mind and or want to experiment.

I have a lot of neat ideas i'm thinking of trying to implement into this cab, but for now i need to focus on getting this ball rolling, I suppose i would very much just like an opportunity to chat with a few of you with the experience i lack. I realize i'm likely going about this all wrong so please please please give me some opinions for better or for worse.

oh yeah here's a list of what i have so far:

600w HPS in a cooltube
430w MH air cooled hood, (will likely make a cooltube later)
Vortex 6" fan
can 33
growbright pureflow filter (if it sucks i'll make one)
few bags of FF ocean forest and light warrior
8 five gallon buckets (thinking about square pots though...)
lumber (always a plus)

What i NEED:
a few 80 cfm fans
some pvc
panda film
mylar (do i need both?)
cfls
ph meter
ideally tds/ec/whatnot meter too but we'll see

think that's it, lemme know if i forgot anything

hydro is the way to go 4x the plants and with that amount of lighting make the most of it i have 10 plants under 400w panda is fine and if you want to save more money just use flat white paint sounds like you have a good set up growing dont waste it on soil unless you are doing a large op hydro is easy with some know how and research

I'm leaning towards it, however this is still very much in debate, i just can't seem to make up my mind... hah

well never the less it'll be sorted in the nearer future.
