yeah brody.. seedlings are touchy.. if you over water, you will get root rot, and if you under water than they dry up and die on you...i like the idea of using the cfl's for seedlings as i had a lot of prob's with mine drying out when i had them under my hps, but i now have a t5 and it works great for seedlings and vegging..
i was told to put a finger in the pot and if it feels wet about an inch or two down, then they don't need a drink, and if at like two inches deep, they are dry, they are thirsty.... you want to keep your temps around 68/ for the low side and 78 for the high end... and you'll wanna keep the humidity kinda high for seedlings and vegetive growing.. i would say as high as like 70% or so would be good.. i got a cheap humidifier at walmart for like $30 and it works killer.. i think it is a vicks brand.. like that nasty stuff you rub on yourself for colds.. it is made so that you can put a vicks pad on it and breathe in the vapors.. i just don't use the vicks pads at i don't think my babies would like that too much, lol..
