im no lighting expert but, hps or metal halide bulbs cant control their own electric supply, hence the need for a ballast, the ballast wiil give the bulb the right amount electric supply it needs.
so i wud say no, to much power will be put to the bulb and it will prob burn out, if u got a 150w bulb i wud get a 150w ballast, otherwise why wud they make diffrent ones.

I have flowered under 150 it just takes longer and your buds aren't super compact but it does work. keep it as close to the lights as possible with as close to even light distribution over both plants

yeah that'll do for flowering man- as long as the grow area is relatively small.

...i assume it is with 2 plants.

check craigs list, or your local hydro store for the ballast.

it didnt get real hot I used a small desk top fan to cool and for fresh air. I made alot of mistakes on it but now I am dialed in. so thus what I learned. take your time you can't rush nature. always mix your solutions ass directed adding extra does nothing. use a DIY co2 with yeast. since I didnt have alot of light I made up for it with better air. utilizing everything to the best I could. and again just be patient. since the light isnt exactly ideal try to add light when ever possible even if it is just a shop light
