New Cooltube - NOT WIRED :(

So I bought a new cooltube today at my local hydro store and I didn't even realize that its NOT FRICKIN wired. I luckily had a grounded cord laying around but my problem is I am not sure how to wire it up. I know the black wire is hot, the white wire is..the other wire and green is ground. The problem is on my cooltube I dont see a ground wire, just some crazy looking splitter thingy that spliced the white wire. Is it just a fuse and there is no ground. I just don't want to guess and blow my ballast!

wow i just realized how stuipd I am. Green wire doesnt connect to another green wire its GROUND it gets grounded to the cooltube, where do I ground it anyone know, does it matter? Would I just connect black-black and wite->white and then screw in the ground? That splitter thing threw me off.

Wow this totally blows. I got everything wired and I realize my sun system ballast doesn't except a standard 3 prong cord comming from the lamp into the ballast. The ballast came with a standard 120v cord that plugs into the ballast and then into a power socket. This is very frustrating. I really wanted to support my local hydro store instead of buying an "all ready" one off e-bay and now I'm really regretting my decision. In the end it is not the stores fault I should have done my research but one would think that you buy a ballast and a lamp/hood and they come with their own damn cords and have standard sockets that connect!??!!? Is this sun systems way of getting more money out of us? Or is this standard for all ballasts?
