Stunted growth?

I have a 3'x2'x2' area with a small desk fan in the back, three 150 watt CFL lights on the top. This is an indoor grow.
The problem i'm having is that the plants extend with their first ~4 leaves, once they get as big as my thumb, they pretty much just stopped growing. I gave them new soil after about 3 weeks, but not much progress seems to come from them.

I give them water when the soil becomes dry, and mist (gently ;)) with a spray bottle once a day.

Any ideas why this would be happening?

That could be true, one of my friends has large pots, and his grow fine, but it's in an outdoor area. When I dug up the plants to change the soil, the roots were atleast 1.5 inches from the pot sides.
