One of my plants are less potent?

I noticed one of my plants are less mature or less potent?
Can anyone tell me why one of my plants are looking good and one of my plants are looking like that.. They are under same 7 CFL lights of 26 watts each. Use same water same pot same everything..

Any advice?

Pic 1 is the heathy one and other one is un healthy one. They are both around week 6 into 12/12. And was vegged about 1 and half week . First bud shot is heathly one and second bud shot is the unhealty one.

Any help +rep.!

Not sure but it was grown the same way...Next to each other same lightings. The plant with the smaller bud is actually taller tho than the healthy plant so not sure whats wrong..

i think maybe just overwatered or even underwatered....doesnt look that bad , if it was unhealthy it would be hurting..it just looks a little sad...watch the water intake..your on ur 6th week it still gonna explode the last 2 week of flowering...wouldnt stress too much on it..

or....maybe one plant was eating up all them nutrients and the other one.....well lets just say somalian style undernourishment.....but in reality its not looking too bad,i recommend maybe some molasses,to give her the extra carbs,just a thought

They are not harvested yet. Im going ot be waiting about two more weeks to harvest. They are in seperate pots but same size pots with same soil same verything...Maybe its just a unhealthy seed or something lol.
