Light set up question

Can I use a regular lamp to power a high output fluorescent bulb? Such as this http://www.hardwareandtools.com/invt/6868970 powering http://www.hardwareandtools.com/invt/6868970 ?

Oh and it says for the lamp uses t12 lamps such as the high output one.

If the numbers match up then there should be no problem using it.

It probably won't work because the ballast is not high output. I am pretty sure the sockets are different for high output as opposed to regular t-12.
