Not exactly. The goal isn't for the plant to pollenate itself, but to use the pollen on a healthy female, thereby producing fem seeds. Not every strain is stable, though. Some will possibly produce seeds that will go hermie. There's another product called Stamen-it that that will force male flowers but it's not gibberlic acid.

Gibberelic acid is a hormone (GA3) used on grapes and stuff in the food production industry. What it does is pretty much stress out the plant and makes it feel threatened for the survival of its species. So in order to try and reproduce it makes polen sacks. However because it's entirely female the seeds will hopefully be female but sometimes its true you will end up with herms. Dont spray an entire plant tho just one or two buds because overspraying can really mess up a plant.

Supposedly applying Gibberelic acid to the seeds can also have profound effects on growth. I've never heard of anyone trying this with MJ, only people who have applied it to an already grown plant for the reasons above.
