How far away is the light source to your plant? It looks like your light is not close enough. What kind of light are you using? Whats your soil PH like? What kind of plant strain are you using?

i am keeping the plants about 1 to 2 inches from 3 20w fluorescent lights. i dont have a ph meter yet. and the seeds came from a sack i got. they dont seem to be growing rapidly like they should be

the container u put em in NEED holes for drainage, you need much bigger container too, i'd use at absolute least 1 gallon pots a plant. you have a fan on it?

change your container main, put it in plastic cup or peat moss cups you can buy at home depot /lowes etc. the roots and plant needs good aeration of the soil and moisture.

I wouldn't be feeding them at all at this point, and not every watering if I was. Don't over water, stick your finger down in the dirt a bit and if its moist they don't need water. I'd also put em in more soil, doesn't look like there's much in those containers. It's a good idea to mix your soil with Perlite, you could do that when you repot.

are fluorescent lights enough to make the plants bud?
You should use 6500k CFLs for veg and 2700k for flower. You'll want 4-6 per plant for best results. You can flower with CFLs but won't yield as much as with HPS. If you've only got a few personal plants on a budget grow CFLs will do the job.
