your soil is WAY to rich, your light is WAY to weak, your cups are WAY to small, your pictures are WAY to small lol, your water needs to sit out WAY longer, You need a WAY better way to test your PH, needs to be WAY more accurate. ph 6 is TEN TIMES more acidic than ph7. theres a HUGE difference. Your plants should be WAY bigger for their age. I'm not trying to be mean I'm trying to help really, but you need a lot of help. idk what else to say. Its not just one thing here. Almost everything is a little off. And the cumulative effects are plants that are WAY off.
The one that started to flower must be an autoflower strain or something. Just go with it lol.
Whats up with that soil? Use one or the other, not all fifty! LOL More is not always better. Use JUST the Fox farms if you can get it. Transplant into some leaner soil, in bigger pots, and get a digital PH tester. You MUST have an accurate way to test PH. It does NOT stay constant over the course of a grow. Those PH strips from Kmart fish shop dont cut it. The only fancy schmancy thing i bought for my growing (beside my light) was my PH tester. Worth every penny you spend trust me.
GOOD LUCK!

Sounds like your trying to do too much. Too many diffrent plants going all with different needs at different stages. I see an indica and a few sativas. But i think your probably burning them all with your soilmix. young plants dont need all that.
you're really learning the hard way.
