Flowering Time Question

I was wonndering, does the time to harvest i.e. 8-12 weeks start from when the 12/12 light cycle is introduced, or from when the first signs of flowes appear?

it always seems to me that when a breeder pack says flowering 8 weeks, it takes 9 or 10 weeks to finish. so i will start my countdown when i switch to 12/12 but i expect to go a week or 2 longer before its finished and i have some amber trichs.
