My plan (pics)

Hey,
I'm on my 5th week of veg (indoor, soil, tap water.) I plan on vegging one more week. I have two plants (which were moved outdoors while parents were away.) Check the pics. So I have a few questions:

1) Does one more week of veg sound ok?
2) I repotted them a little over a week ago. Do these pots look big enough for the finished product or do I need to repot once more? If so, should I do it now?
3) I want them to stay as short as possible. Should I tie down some leaves, prune, or top. Does tying down leaves actually make it grow less high, or just make the under leaves bigger?
4) I am thinking of putting the lights under the plants to keep upward growth down and give the lower leaves more light. Anyone tried it?
5) Any other advice?

I'm new to all of this, but I read that it is good to make sure the root ball is well established before starting the flowering cycle... it might be good to make sure you see a few roots poking out of the bottom of your pots before you start flowering... would be interested about what some experienced growers think about this. I think the theory is (correct me if I'm wrong someone), if you repot, you may want to wait for flowering, as you'll want the roots to spread out into the new soil so the plant can feed on the fresh nutrients during the flowering cycle. I guess this way, you can also wait on adding nutes until a bit later during flowering.

your right you need an established root system but u dont want them to b bound an bustin out the pot

Just to be clear, the 1st two pics are of the 1st plant, the 2nd two pics are the 2nd plant
