Is it possible to mount a window unit in the floor? I have heard that all the freon or whatever will drain to one side and cause problems? If not I will have to build something to exhaust to outside somehow...

Hey, Its isn't the Freon that moves it is the compressor oil. When you turn it in a direction that it isn't supposed to go all of the oil drains out of the compressor. When you turn it on and there is no oil the compressor will fry, cook, burn, and die. I would look at getting a portable A/C. These are generally made to stand upright. You can put the unit under the house. You then simply put in a duct attached to a floor grill to bring the air to the A/C. Then you just duct the cool air in though a grill an another area. Ghetto central A/C.

By the way. I don't think that doing any of this is worth it.

Well I have to coo my op and I have no windows and can't add one... I am thinking of just setting the unit in the floor and building a box around the exhaust and then venting it outside.

If you are going to have too use some type of ducting then I would put the unit in the window and duct the cool air in. Doing it the other way you would need some type of pan or drain for the moisture coming off of the condenser.
