im confused on my light setup?

OK i have a 430watt hps light on my plants right now for veg and flower....but...something went wrong and my plants have been at 4 inches tall since about 3 week of veg and they have been in veg for 2 months.... i have a 400wat metal halide bulb and i was wondering if it would be a better idea to use that for veg and the hpd for flower....i also have 6 flourescent 42watt tube lights >> should i use them for side lighting???... when i have my plants just under the hps light, the first 2 inches of my plant doesnt get light...

Help would be great!

i hear useing the mh is better 4 veg
i used a mh did the job great
but a lot of people use hps for both
use the flouros if your keen it wont hert but 430hps or mh will do the job
how far away are the lights
what soil
post some pics cause your plant sound a little small

i had the hps light at about 6 inches away from tops of plants for 5 weeks and have just moved it to about 27 inches away

the soil i am using is i guess you can say my custom mix... it coposes of 70% organic soil, 15% peatmoss, 5% mariacle grow soil, 5% all purpose potting mix, and 5% blood meal..

i dont have a camera but i will get some pics up somehow soon
