Loss of lumens through surge protector?

I know this sounds silly but my HPS doesn't look as bright since I've been running it through a surge protector which is hooked up to an extension cord.

Is it possible to have lumen loss yet still enough power to run the ballast and turn the light on?

Yeah, its light the more shit you have to hook up, the less powerful it is. What kinda light is it?
